So on the red one, what is the difference between that and an H-170 except the extra tone knob? My neighbor has an H-170 that looks a lot like that with all of the binding, etc. but again only one tone knob.

It's semi hollow, whereas the 170 is solid body. That's the primary difference (aside from the extra bling)

All the early Millenniums had the rounded cutaway, but the "Pro" version was done with the sharper Florentine cutaway.   There were double cut regular Millenniums, so it makes sense that they could do a DC Pro version.   It would still be hollowed out inside.   It would be a combination of these two.
